Heads of Agreement Signed between the GOJ and Jamaica Federation of Corrections

The Hon. Dr. Nigel Clarke, Minister of Finance and the Public Service, Deputy Financial Secretary Mr. Wayne Jones, Commissioner of Corrections Ms. Ina Hunter, Chairman of the Jamaica Confederation of Corrections Mr. Arlington Turner and President of the University and Allied Workers Union Senator Lambert Brown signed the Heads of Agreement (HOA) for the 2017-2021 Contract Period with the Jamaica Federation of Corrections, representing Correctional Officers Levels 1-3 at a signing ceremony at the Ministry of Finance and the Public Service on Wednesday, February 27, 2019.

The HOA approved an increase to the salary of Correctional Officers of 5, 2, 4 and 5% respectively over the life of the agreement.

While commenting on the importance of the role of the Correctional Service and Correctional Officers, the Minister noted that "The Department of Correctional Services is strategically important and plays a transformative role in society. Today's signing ceremony allows us to reflect on the journey and effort taken to reach an agreement, and what we commemorate, we value."

In his remarks, Mr. Turner expressed that even though the Officers did not receive everything they requested, he is happy that they have been able to reach an agreement, that benefits members.

Dr. Clarke also thanked the Correctional Officers for their cooperation, and commitment to being an effective part of the security apparatus, especially as the country undergoes its continued Public Sector Transformation and Economic Structural Reform Programmes "As low and stable inflation is entrenched, we can make greater investments in longstanding structural reforms that will improve public service delivery and the overall quality of life of public servants."

Senator Lambert Brown in his remarks expressed thanks to Minister Clarke for his role in the negotiations.

The signing ceremony was attended by representatives from relevant unions, employees of the Correctional Services Department and technocrats from the Ministry of Finance and the Public Service.
