Dr. Davies has served as Minister of Finance and Planning since December 1993, following his election as Member of Parliament for the constituency of South St. Andrew.
Prior to assuming his current position, he served as Minister without Portfolio in the Ministry of Finance (August 1993 to November 1993) and in the Office of the Prime Minister (April 1993 to August 1993), with principal responsibility for Planning, Development and Project Implementation.
From 1989 to 1993 Dr. Davies was Director General of the Planning Institute of Jamaica, where he served concurrently as Special Adviser to the Minister of Finance and Planning. During that period, he oversaw the formulation and implementation of the Government's socio-economic policy goals and was a key member of Jamaica's negotiating team with the International Monetary Fund, the World Bank and the Inter-American Development Bank.
Dr. Davies spent part of his professional life in academia. Between 1981 and 1989, he was Senior Research Fellow at the Institute of Social and Economic Research and Senior Lecturer in the Department of Economics at the University of the West Indies. From 1973 to 1975, he was Assistant Professor at Stanford University in California, USA.
He was educated at Glenmuir High School, the University of the West Indies, Mona, and Northwestern University, Illinois, USA. In 1973 he received a Doctorate in Economics from Northwestern University.
He was born in Four Paths, Clarendon, Jamaica on May 28, 1947 and is married with three children.
