JOB PURPOSE (one line reason for job existing)
To effectively and efficiently administer a taxation relief regime consistent with the provisions of the relevant acts.

  • To continuously monitor the operation of legislation enacted to identify anomalies, loopholes in order to preserve the efficiency and effectiveness of the taxation regime.
  • To ensure that the system of relief provided under the various taxation acts are administered in an equitable manner.
  • To lead and manage the taxation relief unit in the accomplishment of its objectives.

JOB DUTIES & RESPONSIBILITIES (grouped under strategic objectives in Sec.2)

  • To continuously monitor the operation of legislation enacted to identify anomalies, loopholes in order to preserve the efficiency and effectiveness of the taxation regime.
    • Evaluates requests for relief to facilitate determination of the effectiveness of enacted legislation and to identify loopholes in the system;
    • Represents the Division/Ministry at meeting on taxation matters;
    • Investigates and makes recommendations on all applications for relief under the various tax acts;
    • Prepares submission of recommendations received by the unit to the Minister through the DFS taxation;
    • Conducts interview/meetings with applicants/interest groups;
    • Monitors organizations granted relief under the various tax acts.
    • Liaises with other government departments and private organizations on tax matters.
    • Investigates/re-routes to relevant units/individuals complaints received in order to resolve the matter, if possible.
  • To ensure that the system of relief provided under the various taxation acts are administered in an equitable manner
    • Examines proposals for changes in taxation policy as it relates to the granting of exemption, concessions and incentives for savings and investments;
    • Ensures that requests for relief are analyzed, investigated and properly documented by staff;
    • Prepares Draft Cabinet submissions;
    • Examines submissions prepared by staff for submission to the Minister/DFS Taxation;
    • Facilitates the receipt of proposals form interest groups on tax matters by way of interviews/meetings;
    • Make recommendations to the Minister/DFS Taxation on requests for relief submitted to the Ministry;
    • Supervises the maintenance of a DBMS to monitor the grant of concessions granted to facilitate the informational needs of the division/Ministry;
    • Prepares reports/briefs, submissions outlining recommendations for policy changes/decisions.
    • Ensures the effective and efficient administration of the 20% concession on motor vehicle regime.
  • To lead and manage the taxation relief unit in the accomplishment of its objectives.
    • Plans, organizes and directs the work of the unit, including overseeing the development of the unit’s component of the corporate and operational plans and budgets and monitors the unit’s achievements against them.
    • Seeks feedback from key internal and external stakeholders with regard to their satisfaction with the level of service provided by the unit;
    • Develops and maintains the performance of the unit with particular emphasis on transferring skills, motivating staff, setting performance targets, monitoring performance providing feedback to staff and arranging for training;
    • Ensures that the unit’s staff have sufficient and appropriate physical resources to ensure efficient and effective performance of the assigned duties;
    • Maintains effective working relationships with external and internal stakeholders to ensure that the unit provides a consistently high level of service to them.
    • Provides guidance to staff in dealing with complex tax matters and provides guidance in the interpretation and application of the various tax legislations.

AUTHORITY (decisions you have the power to make or recommend)

  • Advises taxpayers by letter or verbally of matters in relation to the taxation Acts.
  • Makes recommendations for relief from taxation.
  • Signs letters in relation to tax relief on behalf of the Financial Secretary.

MINIMUM REQUIREMENTS TO START

QUALIFICATIONS & EXPERIENCE

  • First Degree in Management Studies/Economics/Accounting
  • Five (5) year experience in taxation at least two years’ experience at the supervisory level

SPECIFIC KNOWLEDGE & SKILL S

  • Working knowledge of office computer applications
  • Sound knowledge of tax laws and treaties

RENUMERATION PACKAGE

  • Salary range $2,453,125 – $2,915,995 per annum and
  • Any allowance(s) attached to the post
