JOB PURPOSE (one line reason for job existing)
Under the direct supervision of the Director 3 – Public Procurement, the Withholding Tax Certificate Officer manages the preparation and distribution of Withholding Tax Certificates.

STRATEGIC OBJECTIVE (statements of intent of what the post seeks to achieve)

  • To ensure that all Withholding Tax Certificates are generated and dispatched to all suppliers once the invoice has been paid;
  • To ensure that the Ministry remains tax compliant in keeping with the tax laws.

KEY OUTPUTS (results, deliverables)

  • Invoices reviewed
  • Data extracted
  • Research conducted
  • Tax Withholding Certificate generated and dispatched
  • Request responded to
  • Database maintained
  • Submissions made
  • Positive relationship maintained

FINAL OUTPUT (final results corresponding to job purpose)

  • The Ministry’s TCCs remain current

PERFORMANCE INDICATORS (how success will be measured)

  • Invoices reviewed upon receipt
  • Data/figure extracted from invoices upon receipt
  • Tax Withholding Certificate generated with three days
  • Quality of relationship with suppliers
  • Accurate submissions made to Finance and Accounts before the 15th of every month

JOB DUTIES & RESPONSIBILITIES (grouped under strategic objectives in Sec.2)

  • Reviews all invoices to identify all the taxes charged e,g GCT, Sales Tax, Room Tax, Food and Beverage Tax etc.
  • Maintains database on all taxes submitted by each supplier;
  • Reconciles the Ministry’s tax exemptions with that of Tax Administration Jamaica (TAJ);
  • Prepares and submits figures monthly to Finance and Accounts Division;
  • Prepares Tax Withholding Certificates and dispatches same to all suppliers;
  • Liaises with Finance and Accounts to verify payments;
  • Reviews payments/documents to ensure eligibility of TWC;
  • Liaises with suppliers to ensure receipt of TWC;
  • Responds to queries from suppliers re: the preparation of WTC;
  • Zero rates purchase orders received from Fiscal Administration Modernization Programme;
  • Liaises with TAJ for assignment of approval for tax exemptions;
  • Conducts research to facilitate the preparation of outstanding WT Certificates;
  • Assists in the tender process;

  • Performs any other related duties as directed

MINIMUM REQUIREMENTS TO START
QUALIFICATIONS & EXPERIENCE

  • Diploma in Business Administration, Accounting or any other related field
  • Two (2) years’ experience in related field

SPECIFIC KNOWLEDGE & SKILLS

  • Sound knowledge of Ministry’s policies, practices and procedures;
  • Good knowledge of the FAA Act
  • Good knowledge of the Procurement Guidelines
  • Proficiency in the relevant computer applications

SPECIAL CONDITIONS OF THE JOB (disagreeable work environment etc.)

  • Visit suppliers to determine the quality of goods to be procured
  • May be required to work beyond normal working hours and on week ends

RENUMERATION PACKAGE

  • Salary range $986,421 – $1,172,544 per annum and
  • any allowance(s) attached to the post
