Finance Minister, Audley Shaw, on Wednesday, met with his Chinese counterpart Mr. Xiao Jie, at the Ministry of Finance in Beijing, China. Minister Shaw updated Minister Xiao on the Jamaican economy and the status of Chinese investment projects in Jamaica’s infrastructure development. He briefed Minister Xiao on the increased activities since he met with the then Minister of Finance in China in 2011. Minister Shaw noted that since then Jamaica had progressed with the Jamaica Development Infrastructure Development Programme (JDIP) the Major Infrastructure Development Programme (MIDP ) of the last administration and the completion of the North-South Highway.

The Government of Jamaica recently signed an agreement for thirty-five Million ($35,000,000.00) United States Dollars from the International Bank for Reconstruction and Development (IBRD) and it also benefitted from a grant of Two Million Six Hundred and Forty thousand ($2,640,000.00) United States Dollars from the Department for International Development (DFID), the IBRD/DFID financial support will go towards the cost of the Strategic Public Sector Transformation Project. The funds are expected to strengthen public resource management and will also provide support to selected public sector institutions geared towards facilitating a more enabling business environment for private sector growth.
Overall, the project seeks to create a transformation framework which is in direct support of the Vision 2030 outcome of achieving an enabling business environment through improvements in ICT; and to proliferate and promote the delivery of first-class, easily accessible and secure e-Government services. The project will also support activities that were not included or anticipated in the original design of the Project, but are deemed necessary elements as the Project unfolds.

13th EFF Review
13th EFF Review

The 13th review of Jamaica’s performance under the Extended Fund Facility (EFF)-supported programme was recently concluded. All quantitative performance targets and associated structural benchmarks for the June 2016 quarter have been met. Policy implementation under the economic reform programme has remained exceptionally strong since the start of the programme. The economy continues to reflect generally positive trends: Annual inflation is continuing at record lows; the country’s international reserves are rising; the current account deficit of the balance of payments is at a sustainable level and is improving; private sector credit is expanding and the outlook is for strengthened economic recovery in the near to medium-term. Debt remains on a downward trajectory and the recent liability management operation has reduced refinancing risks. The Government remains strident in its goal to promote equity, efficiency and uniformity in the tax system and, with full support from the IMF, will continue efforts aimed at rebalancing from direct taxation towards more broad-based and growth-inducing indirect tax measures.

Finance Minister wants non-adversarial approach to Transfer Pricing Implementation

Ian Wood, an Advance Pricing Agreement (APA) expert affiliated to the Organisation for Economic Co-operation and Development (OECD), meets with Finance Minister, Hon. Audley Shaw and his technical teams from Tax Administration of Jamaica and the Taxation Policy Division (MoFPS) earlier this week at the Ministry. The discussions centred around possible bi-lateral agreements with agencies of government, and the application of a co-operative approach to the implementation of Transfer Pricing Provision. 
Minister Shaw advised the meeting that his intent was to ensure that the implementation of Transfer Pricing Rules was to be "aligned with international best practice and should build a comfort level with the business sector." He added that the implementation should not be adversarial and should level the playing field. In this context, Minister Shaw said the development of mutually acceptable Advance Pricing agreements (APAs) should be encouraged.
